On March 2nd, Dr. Le Minh Chien, the President of Dalat University, said that in April, the Artificial Intelligence World Society (AIWS) House Project would complete Phase One and be ready to be put into service. This is the route of the scientific research and training program of DLU in cooperation with the Michael Dukakis Institute, professors from Harvard University and MIT (USA), and world-leading experts.
Artificial Intelligence (AI) is understood as a branch of computer science concerned with the automation of intelligent behavior. AI consists of intelligent “machines” that can be used to collect, analyze and process complex and large-scale data faster and more systematically than is possible for humans. AI is the simulation of human intelligence processes, including learning (the acquisition of information and rules for using information), reasoning (using rules to reach approximate or definite conclusions), and self-correction. AI can perform tasks, such as identifying patterns in data, more efficiently than humans, enabling businesses to gain more insight out of their data. Therefore, a huge need exists for highly-qualified human resources to operate and apply AI technology in production and business for organizations and enterprises. AI has been applied in some common fields such as health care, business, education, production, etc. Three Vietnamese universities, Hanoi University of Technology, Hochiminh City University of Technology, and FPT University, will deploy enrolment and training in the field of AI beginning in the 2019-2020 academic year to promptly meet the needs of society.
Since 2018, Dalat University has deployed AI based on a proposed idea and the implementation support of an alumnus, Mr. Nguyen Anh Tuan, a strategy researcher in the field of cybersecurity and AI. Mr. Nguyen Anh Tuan is a co-founder and CEO of the Boston Global Forum (BGF) and Director of the Michael Dukakis Institute for Leadership and Innovation (MDI), which focuses on cybersecurity and AI. The Michael Dukakis Institute gathers many leaders and is chaired by Governor Michael Dukakis, a candidate for the US Presidency in 1988. Mr. Nguyen Anh Tuan said that since February 20th, world leaders, and world-leading scholars and professors have discussed the AI World Society Social Contract 2020 in the AIWS Innovation Network Roundtable, organized by the World Leadership Alliance and the Boston Global Forum in conjunction with the United Nations. Also, on February 19th, 2020, the European Union published a white paper on the need to develop and implement AI rules.
In June 2018, Dalat University officially issued the Decision “On the approval of the investment policy for the project of renovating the old library to establish the DLU Artificial Intelligence World Society House”. The DLU AIWS House includes four main components: A gallery or museum with an area of nearly 107m2, a workroom over 105m2 in area, a seminar room over 105m2 in area, and an executive office over 33m2 in area. Accordingly, the investor is Dalat University with a total investment of VND 1.2 billion.
The AIWS House will be a museum for AI achievements and computer science memorabilia, a workplace for leading AI professors world-wide and in Vietnam, and a venue for international conferences and seminars on AI, etc.
The advantages of Dalat University in establishing the AIWS House arise from both internal and external capabilities. The internal capability is the university’s experience in multidisciplinary education. The new DLU Board of Administrators has determined that AI is one of two strategic development directions (along with biotechnology) for the university to decisively and actively implement. The external capability is the enthusiastic support of Mr. Nguyen Anh Tuan, along with the encouragement of Dr. Nguyen Sung, who is an employee of Google and an expert on Cloud Computing. Cloud Computing, a model of providing computer resources to users via the internet, is directly deployed in Dalat by Mr. Sung. Under an agreement, the AIWS House of Dalat University has major support from the Michael Dukakis Institute, professors of Harvard University, MIT, and other partners. For training, the Michael Dukakis Institute will coordinate with the university in compiling a training program for Data Science, focusing particularly on the fields of AI, Big Data, data analysis and processing, which have applications to many fields, such as tourism, business, biotechnology, etc. Dalat University will assign the Faculty of Information Technology, the Center for Information Technology and the Department of Mathematics and Informatics to joint training and organizing. In August,2020, it is expected that Mr. Vint Cerf, the father of the Internet, will visit Dalat University and present a special lecture on AI. And in December 2020, the AI Arts Festival will take place at Dalat University with the participation of experts, creators and scientists from around the world. These are important opportunities for Dalat University to gather experts inside and outside Vietnam to develop the AI field. The President, Dr. Le Minh Chien, also said that from the academic year 2020-2021, Dalat University will enrol the first batch of students in the AI field nationwide. This happy milestone is coming to Dalat University, in particular, and everyone in Vietnam as part of the 4.0 revolution.
In Boston, on the morning of March 3rd, Mr. Nguyen Anh Tuan optimistically declared “Dalat is a good environment for research. Dalat University has a tradition and background from the University Institute of Dalat, and for many years, attracts many excellent students from the Vietnam central provinces. Nowadays, the alumni of Dalat University are successful across the country and in leading countries such as the United States, Canada, EU, Australia, etc., which is an important human resource to contribute with the University to build pioneering disciplines and research directions in the age of digital economy and AI economy”. Mr. Tuan also noted: “Perhaps the need of the University, right now, is an active mechanism for decision-making, international cooperation, attracting American scholars. There is a mechanism for these intellectual resources to be trusted, respected and proactively promoted their ability and enthusiasm, as well as a mechanism for all alumni of Dalat University to participate in developing the university as a model of the Harvard Alumni Association to attract resources to develop Harvard University”.
